Usually anywhere from 1-5 seconds up to a minute, depending on the heroin. Usually as soon as you inject you feel it, sometimes even before you remove the needle, that is why people sometimes OD with the needle still in their arm. I have used dope before that was more of a creeper and it can take longer, just like pot, some gets you right away and some creeps up on you.
